New Babylon - Architecture and Urbanism after Crisis
Die globale Vernetzung der Kapitalmärkte und internationale Streuung der Risiken hat dazu geführt, dass aus der US-amerikanischen Subprime-Krise eine anhaltende globale Wirtschaftskrise wurde. Automobilindustrie und Immobilienbranche haben einen besonders rasanten Verfall erlebt, Leerstand und hohe Arbeitslosigkeit zeichnen sich ab. Die weltweite Finanzkrise ist zu einer urbanen Krise geworden.
Unsere Tagung möchte die Ursachen, ihre Folgen und mögliche Lösungsansätze für die Entwicklungen in Städtebau und Architektur diskutieren. Wo machen sich erste Veränderungen bemerkbar, wie reagiert die Gesellschaft auf diesen Umbruch? In welche Richtung müssen wir umdenken? Welche Position nimmt der Einzelne ein, welche die Politik und welche der Gestalter. Wie können Städtebau und Architektur hinsichtlich ihrer Instrumente darauf reagieren? Was kommt nach der Krise!?
The global network between capital markets and the international distribution of risks has meant that the USA’s sub-prime crisis has become a global economic crisis. The automotive industry and the real estate sector have experienced a particularly dramatic decline, and vacancy rates and unemployment levels are rising. The global financial crisis has become an urban crisis.
Our symposium would like to discuss its causes and repercussions and possible problem-solving solutions for the developments in urban planning and architecture. Where are the changes first perceived, and what is society’s response to this upheaval? Which positions are taken by the individual, by government policies, by designers? How must urban planning and architecture change in a positive and lasting way and how, in view of their tools, can they respond to this? What happens after the crisis?!

Öffentlichkeit und Politik
Weltweit haben sich neue Demonstrationsbewegungen (Occupy) im urbanen Raum sowie im digitalen Netz gebildet. Von welchem öffentlichen Raum können wir hier noch sprechen, wenn sich die Grenzen durch Privatisierung und Bannmeile verschärfen? Ist die Netzgemeinschaft der letzte Ort einer Res Publica? Welche Chancen bieten die neuen digitalen Netzwerke für den urbanen Raum? Wie wirken sich diese Phänomene auf die Planungsinstrumente von öffentlichem Raum aus? Die Frage nach der Form von Teilhabe an der Stadtgesellschaft und ihren Ressourcen ist hier virulent.
Public Space and Politic: New demonstration movements (e.g. ‘Occupy’) have formed worldwide in the urban environment and on the digital network. What kind of public sphere can we still speak of here, when the boundaries are being tightened by privatisation and no-protest zones? Is the online community the last bastion of the ‘Res publica’? What chances do the new digital networks offer for the urban environment? How do these phenomena affect the planning instruments of the city and the public sphere? Here, the form of participation in the urban society and its resources is a critical issue.

Die Immobilienblase und die daraus resultierende Finanzkrise sind in den US-amerikanischen Suburbias am sichtbarsten. Im ersten Halbjahr 2012 wurden erneut über eine Million Zwangsversteigerungen von Eigenheimen in den USA durchgeführt. Auch in Asien haben neu entstandene Gated Communities und Großwohnimmobilien mit Problemen zu kämpfen. Trotzdem bleibt der globale Finanzmarkt Motor weiterer Verstädterungsdynamiken. Was passiert mit den Spekulationsobjekten, wenn es sich keiner mehr leisten kann, dort zukünftig zu leben? Wie können diese Räume geöffnet werden, wie lässt sich eine soziale, ökonomische und ökologische Integration realisieren? Wie kann das Modell der Suburbia, auch im Hinblick steigender Lebensunterhaltskosten aktualisiert werden? Welche alternativen Strategien braucht es, um bezahlbaren Wohnraum in den Städten nachhaltig zu sichern?
Economy and Housing: The real estate crisis and the resulting financial crisis are most apparent in the suburbs of the USA. In the first half-year of 2012, there were again over a million home foreclosures in the USA. In Asia too, the newly established gated communities and large residential developments are struggling. None the less, the global financial market remains the driving force behind further urbanisation dynamics. What happens to the objects of speculation if, in future, nobody can afford to live there? How can these spaces be opened up, and how can a social, economic and ecological integration be realised? How can the suburban model – also in view of the rising cost of living – be updated? What alternative strategies are needed in order to guarantee affordable housing in cities for the long term?

Identität und Kultur
Nach Jahren einer großangelegten innerdeutschen Schrumpfungsdebatte ist das Thema mit der Finanzkrise europaweit angekommen. Ursache ist hier nicht der demografische Wandel, sondern Spekulation. Besonders betroffen sind Städte und Regionen, die mit einer hohen Kapitalflucht kämpfen. Allein in Spanien standen 2009 bereits 700.000 Wohneinheiten leer. Aus Portugal sind über eine halbe Million Menschen seit 2007 ausgewandert. In Griechenland sind die Bildungs-, Kultur- und Forschungseinrichtungen von Schließung bedroht. Was bedeutet das für unser Verständnis von Kulturraum und Kulturlandschaft hinsichtlich Tradition, Heimat und Identität? Welche Chancen bietet der Bestand, und welche Instrumente der Aneignung und Pflege müssen entwickelt werden? Was kommt nach der Schrumpfung?
Identity and Culture: After years of widespread debate in Germany about shrinkage, the financial crisis has raised awareness of the issue in Europe too. The cause here is not demographic change, but speculation. Cities and regions where large numbers of people are leaving the capitals are particularly affected. In 2009 in Spain alone, there were already 700,000 vacant dwellings. Over half a million people have left Portugal since 2007. In Greece, facilities for education, culture and research are threatened with closure. What does this mean for our understanding of the cultural domain and infrastructure, in relation to tradition, home and identity? What opportunities does the current context offer, and which tools for appropriation and cultivation must be developed? What comes after shrinkage?

Wie viel Infrastruktur können wir uns in Zukunft noch leisten? Im Hinblick auf die Ressourcenknappheit und damit verbundenen Preisentwicklungen gewinnen die dezentralen erneuerbaren Infrastrukturen an Gewicht: die Produktion von Energie, Reinigung von Wasser, Erzeugung gesunder Lebensmittel, Erhalt der Artenvielfalt, Verbesserung des Stadtklimas und Reduzierung des CO2. Die Ökosystemdienstleistung wird zunehmend Wirtschaftsmotor. Welches Entwicklungspotenzial bieten diese Tendenzen für den Raum? Welche Auswirkungen hat das auf die Planung und Gestaltung von Stadt? Welche Lebens- und Raummodelle sind denkbar?
Infrastructure and Environment: How much infrastructure will we be able to afford in future? In view of the shortage of resources and the associated price surges, the decentralised renewable infrastructures are becoming increasingly important: energy production, water purification, production of health foodstuffs, preservation of bio-diversity, improvement of the urban climate and the reduction of CO2 emissions. The economy is increasingly being driven by the ecosystem services. What development potentials do these trends present for the environment? What effects does this have on the planning and design of the city? What are the conceivable spatial models?
